A mega cycle scam is being perpetrated by two powerful forces without the knowledge of TN Chief Minister MK Stalin and a few powerful beauracrats and a couple of power centres. TN is in a pathetic situation that an incapable Chief Minister has been convinced by a couple of officers.
Ever since he was sworn in, Stalin has been not able to rise up to the tough task of ruling the state. His inexperience and lacunae and health too prevented him from being an effective Chief Minister or powerful party leader. He always had been a mediocre leader. His legacy had taken him to this position. More about it in the coming days.
The Tamil Nadu Backward Classes department floated tenders for the supply of 10,32,592 bicycles for supply to government school students of Tamil Nadu. The rates at which the cycle is bought is Boys cycle – Rs. 5,279/- and girls cycle – Rs. 5092/-
The rates sounded very abnormal and our probe revealed shocking details. All along even during ADMK regime, one man alone will take the cycle tenders. He is Sundara Paripoornam. He is called‘ cycle sundar’ by his friends. He has an office in Kodambakkam and he was perceived as close to ADMK high command.
Sundara Paripoornam
Sundara Paripoornam always ensures that none else participates in any tender. Normally for any tenders above 250 crores. We have multiple cycle manufacturers and only competitive bidding will fetch the best prices. For a government order of course there will be more bidders. Let us see the chart below.
In Rajasthan, there were 5 bidders. In Madhya Pradesh and West Bengal there were 5 and in Assam there were 6. Ever since Tamil Nadu government started procuring cycles, it will only be Sundara Paripoornam and no one else. He will bid as Hero Cycles and Avon Cycles and he will always emerge as L1 and L2. Orders will be split between the two. Immediately after a lapse of ten days or a fortnight, Hero Cycles will come up with an excuse that it cannot supply the cycles and without any tender, the order will be redirected to Avon. It’s a monopoly.
ADMK government too was dealing with Sundara Paripoornam only. But, to ADMK’s credit, they allowed price hike only once in two years. But the DMK, which had allowed a 30% hike last year also allowed the same concession this year which has made the dealer’s profit a whopping Rs.2140/- per cycle. When government procures 10,32,592 ? Do the math.
Ever since Stalin took over as Chief Minister, things were never in order. The bureaucracy started taking control. Udhaychandran ensured this. He formed his own coterie and network of officers and ran his own empire. His words are writ to CM MK Stalin. To certain extent, he became conditioned to Udhaychandran. The dirty side of the government is being taken care of by Secretary 2 Umanath. Tenders and other things are taken care of by Umanath and Udhayachandran will behave as if he is not part of the racket.

An influential Dermatologist from Anna Nagar and Stalin’s close friend Raja Shankar both together have formed a cartel. This Anna Nagar cartel exploits the weaknesses in the government, particularly in coordination due to lack of access to Stalin and milks hundreds of crores every month.
Both Udhayachandran and Umanath are part of this cabal. Most of the officers are not aware of this cabal and they meekly comply to the magic words “CM office”. These two words works wonders and all the officers follow the diktats.
It is in the same manner, cycle tender was also conducted. The cabal received 60 crores each from Paripoorna Sundaram and dropped the magic word “CM Office” to all the concerned officers who signed on the dot.
None of the Committee members – Arun Sundar Dayalan IAS, Addl Commissioner Finance, Nandhakumar IAS, Commissioner of School Education, Dr Nandhagopal IAS (Sekar Reddy diary fame), Backward Class Welfare Commissioner, Sampath IAS, MBC Commissioner, Suresh Kumar IAS, Minority Commissioner, Atul Anand IAS, Commissioner of Labour – bothered to pick up the phone and check the market rates. How pathetic they have become !! Nandagopal is the Chairman of this Committee.
While Tamil Nadu government purchases a cycle for Rs.5185/- during the same period, Madhya Pradesh bought cycles at Rs. 3900/-, Rajasthan at 3799/-, West Bengal 3,999/-. It seems that the brains of officers will stop thinking after hearing the words “CM Office”. None seem to make a call to their batch mates in some states and find out the rates. Or make a call to TI Cycles and ask the rate for 10.50 lakh cycles.
The tender was finalised on a war footing and Letter of Intent has been issued. Only at this juncture the news was broken by us and the intelligence sent a detailed report endorsing the allegations.

CM turned to Udhayachandran, Umanath and Dinesh. Dinesh is his official PA who is designated as Deputy Secretary for clarification. Dinesh is also part of the cabal and he plays a very key role and keeping Stalin in dark. The cabal simply don’t bother to inform the CM at all.
The cabal, led by Umanath, simply told the CM that Tamil Nadu’s cycles are of better quality with numerous accessories and the higher rate is justified. Do you know what the CM said?
“Fine. Do not cancel the tender”. Let us now see how the cabal took MK Stalin for a ride.
Let us say you are buying a motor cycle. How will you inform this to your friend ? “Man, Im getting a new bike”. Instead, imagine you tell your friend, “Man, I am buying a bike with a headlight, two wheels, one gearbox, two brakes, and two tyres ?
This is what the officers have done to CM. Instead of saying a cycle, they described the same with a specialised product with one handlebar, two wheels, spokes, tyres, tubes, etc. CM simply said yes.
To bust the ‘quality theory of officers, we did a comparison of the cycles purchased by Rajasthan and other governments and compare them with TN cycles.
The Rajasthan government simply called for cycles that conform to ISO standards. If you visit the relevant ISO, you can see the specifications. TN government, instead of saying, as per ISO standards said, “as per ISO standard xxxx 4 inch pipe, two layers paint, etc.” This is precisely what they explained to the CM.

Is this not daylight robbery? The influence of the Anna Nagar doctor – Raja Shankar cabal is robbing us in hundreds of crores a day. The duo are private persons. But what is under CM’s control is the fate of his officers. He can enforce strict discipline. But here in TN it is the other way around.
What we have revealed is a small tip of a huge iceberg that is potent enough to crack Tamil Nadu.
Udhayanidhi is displaying some earnestness. Immediately when he heard about the audacious order of Sylendra Babu HoPF he rang up and sought an explanation. Sylendra Babu had to say that the move has been shelved. This is the first instance in two years of this government when an officer, a senior officer has been pulled up.
Indiscipline is breading across the administration. The police department particularly is deteriorating every day. The force is becoming very unprofessional that it may find it difficult to contain a major law and order situation. The intelligence wing totally relies on TECHINT and their reports to the government are wanting. Most of the crucial developments they give a miss and they are always in damage control mode. A government should not be on the defensive mode but should be alert and informed. An informed government alone can run a state peacefully.
The damage that MK Stalin has done to the system in the last two years will take a decade to set right.
To set things in order, someone should take charge and the only available option is Udhayanidhi Stalin. All others can be ruled out.
Kanimozhi refuses come to the forefront and she seems to have confined herself to Thoothukudi and Delhi. Even her presence in Chennai goes unnoticed. Her defences on issues against the government are also soft.
The government is rudderless. None of the DMK leaders can lead the entire party and government without the family’s support and the family will support none than the son.
Someone should take charge.
